The govt has already set up a sub-committee to look into the problems facing sugar mills including the cooperative sugar mills.

There have been reports that the cooperative sugar mills have not only been in the red but also   suffered obsolescence of technology and working methods over the last years.

Urgent efforts are called for to rationalize these sugar mills.

The Cabinet also decided to set up a sub-committee to decide on the controversial issue of caste and permanent resident certificates.

A district reorganisation commission would be set up for studying all aspects regarding creation of new districts and restructuring of old ones within the financial norms of the FRBM Act, state Chief Secretary Alok Kumar Jain told reporters here after a Cabinet meeting chaired by Chief Minister Vijay Bahuguna.

The five-member commission would be headed by the chairman of state revenue board with Principal Secretary (Revenue) as its convenor and Commissioners of Garhwal and Kumaon and Additional Secretary of Finance department as its other members, Jain said, adding the commission would submit its recommendations within six months.

The Cabinet has taken the decision of setting up of the commission in view of the announcement of creation of four districts by the previous BJP government, Jain said. This means that the fate of all the four districts has now been sealed by the setting up of the new commission.

The state Cabinet decided to form a cabinet sub-committee for suggesting ways and preparing a road map to rehabilitate and rationalise all the six government and cooperative sector sugar mills running in huge losses, Jain said.

The four member sub-committee would comprise Dinesh Agrawal, Yashpal Arya, SS Negi and Amrita Rawat.

In a move that can be called a first of its kind, Uttarakhand chief minister Vijay Bahuguna has invited suggestions from the common people for the proposed budget which is to be presented in the state assembly by the end of this month.

“The scheme which you consider was necessary and in public interest for the development of your area, please send the suggestion straight to me so that there should be necessary action,” Bahuguna said in an appeal through the local media.

The move to invite suggestions from the people came as a surprise, given that there is hardly a fortnight left for the presentation of budget for which the Assembly session is being convened in the last week of May. “For getting good response, we need time. But unfortunately we don’t have much time left,” lamented a top government official.

Nevertheless, the official acknowledged that it was for the first time in the 2000-formed hill state that a chief minister has invited such suggestions from the people . “We are making efforts to incorporate some new schemes in the budget on the basis of the suggestions,” he added.

However, the move is also being seen as an attempt by the chief minister to take the process of presentation of budget in his own hands when actually the finance portfolio is being held by Indira Hridayesh, who is close to the CM’s opposing camp having loyalty to union minister Harish Rawat. “The presentation of budget is a team effort and both the chief minister and the finance minister are working closely,” said the official.

But the big worry before Bahuguna is how to generate separate budgetary provisions for giving doles to unemployed youths of the state as being promised by Congress in the election manifesto in the face of tight financial position. Bahuguna has already gone on record to admit that the “financial sickness” has plagued Uttarakhand.

Aziz Qureshi

Dr Aziz Qureshi today took oath as the new governor of Uttarakhand. Qureshi (72) was administered oath of office and secrecy by chief justice of Uttarakhand Barin Ghosh at a ceremony held at the Rajbhavan which was attended by chief minister Vijay Bahuguna and his cabinet colleagues among others.

Four former chief ministers, including Congress veteran N D Tiwari, Nityanand Swami, B C Khanduri and Ramesh Pokhriyal Nishank were also present during the brief oath-taking ceremony, which lasted only a few minutes. Qureshi, a former Madhya Pradesh minister, has taken the place of Margaret Alva, who was recently transferred to Rajasthan as its new Governor. He is the fifth governor of over the decade-old hill state.

CM Vijay Bahuguna & Union Minister Harish Rawat

Dehradun: Union Minister of State Harish Rawat on Tuesday hailed the Uttarakhand Chief Minister Vijay Bahuguna’s decision of holding a cabinet meeting in remote Gairsain area of Chamoli district.

Rawat appealed the chief minister to hold more such meetings in other remote hilly areas in the future so that ministers and state officials could understand problems being faced by the people living there.

Bahuguna had recently said that state cabinet meeting would be held at Gairsain on October 2 as part of his government’s commitment to develop the backward areas of the hill state.

“Gairsen is a hilly area and a symbol of backwardness as far as development is concerned and so the cabinet meeting would be held there,” Bahuguna had said.

Bahuguna had also announced that he would try to convene assembly sessions at Gairsain in future. “If not this year, we would surely hold at least one assembly session in a year from next year onwards,” he had said during his recent visit to Chamoli.

Rawat also urged Bahuguna to take initiative for the development of infrastructure facilities in the backward Gairsain area of Chamoli district.
