Hemwati Nandan Bahuguna Garhwal University alias Garhwal University or HNBGU is headquartered at Srinagar, Pauri Garhwal. The University was established in 1973 under the UP State Act.
The HNB Garhwal University has now been upgraded as a Central University w.e.f. 15th of January, 09 by Central Universities Act, 2009. It has two other teaching campuses at Pauri and Tehri Garhwal. It is a residential cum affiliating institution of higher learning with more than 180 affiliated colleges and is considered to be among the top ten large universities in the country.

The university was rechristened as Hemwati Nandan Bahuguna Garhwal University in 1989 in commemoration of the memory of a leading statesman of the country and the son of the soil, Shri Hemwati Nandan Bahuguna.The University is residential cum affiliating in nature, with jurisdiction over seven districts of the region.

Garhwal Univeristy Library
The Central Library is a Knowledge and information Centre which has rich resources in Social Sciences, Humanities, Management and Sciences. The inception of central Library can be traced as early as 1973 when the Garhwal University came into existence. A few collections exists is various disciplines of the University along with the Central Library. However new books are added to the Central Library annually. At present there is no sufficient staff as per the strength of the Students Staff University. It is only due to the present staff that the Librarian has been able to deliver the basic Library services to the users. The Library hours are 10:00Hrs.-17:00Hrs. on all working days.
