The scheme is implemented through participating banks, which sanction loans after evaluating the viability of the proposed tourism project. Applicants are generally required to contribute margin money towards the project cost.

Loan interest rates are decided by the financing bank in accordance with prevailing Reserve Bank of India guidelines.
Applications under the scheme are accepted online through the Tourism Department. Applicants should prepare project details, identity proof, residence proof, land ownership or lease documents (where applicable), and other documents required by the financing bank. Assistance is also available from District Tourism Offices across Uttarakhand.
Eligible applications are reviewed by a district-level committee headed by the District Magistrate. The committee evaluates the financial viability, eligibility of the applicant and tourism potential of the proposed project before recommending financial assistance.
Reservation benefits under the scheme are provided according to the reservation policies and government guidelines applicable in Uttarakhand for eligible categories such as Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC).
